Surrounded by armed gray-suits, sun glasses, the mayor of those people knows only what he sees through the tinted windows of his armored limousine and perhaps wonders what lies beneath the clouds when his airplane passes over things outside the city. No, no wondering. He knows the below-the-cloud people exist to pay for his city’s continuance.
