A remarkable map.

Nottaway County – 2,270 whites; 6,468 slaves.

Amelia County – 2,894 whites; 7,667 slaves.

At the other end:

Hancock County – 4,442 whites; 2 slaves.

McDowell County – 1,535 whites; 0 slaves.

The western counties of Virginia seceded from the commonwealth and became West Virginia. Generally, mountain residents were not slave owners.
