What does this headline mean?

Checking out the news organization 1440, I saw this headline:

‘Women and children among dozens reported killed in Myanmar Christmas Eve massacre’


The lead paragraph says: “
Myanmar government troops have rounded up villagers — some believed to be women and children — shooting dead at least 38 and burning the bodies, according to a charity and other reports.”

There are several stories within the story, allegations from various NGOs and governmental bureau. But does the story gain credibility by pointing out women and children were “among” those killed? If all reported 38 had been men, would that have made the killings less inhumane? And how many of the 38 were “women and children?”

If someone goes on trial and he admits, “Yes, I killed four, but they were men,” does he get points off on the murder charge?  

Maybe there should be an international agreement on scoring murder charges -- Five points per child killed, three points per woman killed, one point per man killed.
