Are those guys members?

My mother-in-law got a letter from The Retired Enlisted Association Foundation requesting she buy a phone card to be used by soldiers in Afghanistan. I wonder about legitimacy of the organization, since the three testimonials with the request are from “Capt. C.S., Qatar,” “Captain H.L., Afghanistan,” and “Captain J.E., Afghanistan.”

I guess enlisted soldiers don’t know how to write.
