Does the Executive Branch have the authority to "forgive" student loans?
It is a simple question.
If the Student Loan program is enshrined in law
written by the Legislative Branch and if it is funded by budgets
proposed-and-passed by the Legislative Branch, what language in the law grants
the Executive Branch unilateral authority to modify the conditions of those
loans?

powers does not apply to him. I’d go with 2.
