Nine Maryland counties may now tax property owners for rainwater runoff

That’s a joke, right? Taxing someone for the rainwater that runs across his property?

Remember: It’s in Maryland.

“Approved by the Senate and House of Delegates minutes before the end of the legislative session, the bill, HB987, requires nine counties and Baltimore City to establish a watershed protection and restoration program.

“Local governments would charge property owners a fee based on the amount of pavement on their property.

"It would be at the jurisdiction of the local governments to determine the size of those fees.”

(A pavement tax. Sidewalk, parking area, who knows what else. And see how the reporter calls the tax a "fee?" How the hell can anybody in his right mind write a story like that and call a tax a fee?
