That’s a joke, right? Taxing someone for the rainwater that runs across his property?
Remember: It’s in Maryland.

“Local governments would charge property owners a fee based on the amount of pavement on their property.
"It would be at the jurisdiction of the local governments to determine the size of those fees.”

(A pavement tax. Sidewalk, parking area, who knows what else. And see how the reporter calls the tax a "fee?" How the hell can anybody in his right mind write a story like that and call a tax a fee?
