Smoking is a pre-existing condition

That’s what the DC Health Board Exchange says.

Nonsense. Smoking is not a condition; it is a choice. Is drinking whiskey and/or beer a pre-existing condition? Snorting coke?

More dangerous to democracy than the illogical decision is the fact that a group of politically-appointed people made the decision.
